Developing UNICEF’s global Internal Communications and Staff Engagement Function

We led a developmental evaluation to strengthen UNICEF’s global Internal Communication and Staff Engagement (ICSE) function. Through document review, key informant interviews, and participatory sense-making sessions, we examined how ICSE supports field offices, fosters two-way communication between leadership and staff, and enables a culture of engagement and accountability.

Our insights and recommendations to global leadership clarified how ICSE can act as a core organizational enabler under UNICEF’s 2022–2025 Strategic Plan—supporting staff connection, amplifying organizational values, and ensuring communication systems evolve alongside UNICEF’s strategic goals and with a complex, decentralized structure.
